Aluminum is a vital basic raw material and a strategic resource crucial to national economy and livelihoods. After years of development, my country's aluminum industry has grown in scale, its industrial structure has been continuously optimized, and its equipment and technology have been continuously upgraded, forming a relatively complete industrial system. However, at the same time, issues such as insufficient domestic aluminum supply and increasing pressure to conserve energy and reduce carbon emissions are becoming increasingly prominent. To promote high-quality development of the aluminum industry, better support the development of key manufacturing industry chains, and meet the people's needs for a better life, this implementation plan has been formulated, with an implementation period from 2025 to 2027.
I. General requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee of the Communist Party of China, implement the arrangements of the National Conference on Promoting New Industrialization, and, based on the new development stage, fully, accurately, and comprehensively implement the new development concept. We will accelerate the construction of a new development pattern, coordinate high-quality development and high-level security, focus on deepening supply-side structural reform, promote a better combination of effective market forces and effective government, and use innovation as the fundamental driving force. We will promote the increase of domestic resource reserves and production, accelerate equipment upgrading and transformation, promote the coordinated development of upstream and downstream industries, continuously expand the application of aluminum products, build a high-end, intelligent, and green aluminum industry development system, and develop new high-quality production capacity according to local conditions to achieve effective improvement in quality and reasonable growth in quantity. By 2027, the resilience and security of the industrial chain and supply chain will be significantly enhanced, and the overall development level of the industrial chain will be world-leading. The ability to secure aluminum resources will be significantly improved, and we will strive to increase domestic bauxite resources by 3%-5% and achieve a recycled aluminum output of more than 15 million tons. The industrial structure will be further optimized, and the development of aluminum processing industry clusters will be further improved. The level of green development continues to improve. The proportion of electrolytic aluminum production capacity exceeding energy efficiency benchmarks has risen to over 30%, while production capacity below the benchmark has undergone technological transformation or been phased out. Clean energy utilization has exceeded 30%, and the comprehensive resource utilization rate of newly added red mud has exceeded 15%. Technological innovation capabilities have significantly increased, with breakthroughs in a number of key technologies and high-end new materials, such as low-carbon smelting and precision machining. New growth points for aluminum consumption have been cultivated, essentially meeting the needs of major projects and key product models. Looking ahead to 2035, the quality and efficiency of industrial development will continue to improve, leading the global aluminum industry. Aluminum resource security will be significantly enhanced, the industrial structure and layout will be further optimized, and new advantages in participating in global aluminum industry cooperation and competition will be significantly enhanced. Significant progress will be made in high-end, intelligent, and green development, and a comprehensive high-quality development landscape will be established.
II. Key Tasks
(1) Strengthening the resource guarantee foundation
1. Accelerate the increase of domestic bauxite resources reserves and production.We will steadily advance a new round of strategic initiatives for prospecting breakthroughs, strengthen bauxite resource surveys and exploration within key domestic mineralization belts, and create a new pool of exploitable bauxite resources. We will actively conduct prospecting in the deep and peripheral areas of existing mines, extend the service life of these mines, and strengthen mine pollution prevention and control, as well as ecological protection and restoration. We will support the high-level development and utilization of aluminum beneath coal in areas such as Shanxi and Henan, striving to establish one or two demonstration mines for co-mining coal and aluminum. 2. Encourage the comprehensive utilization of mineral resources.Increase the evaluation and recovery of gallium and other by-product resources during alumina production, strengthen the comprehensive utilization of bauxite-associated iron ore and other resources, and improve resource extraction recovery rates, mineral processing recovery rates, and comprehensive utilization rates. Further promote the development of comprehensive utilization bases for bulk solid waste and industrial resources, encourage the extraction of valuable elements such as iron from red mud, explore the large-scale utilization of red mud for roadbed materials and ecological restoration, and promote the safe disposal and resource utilization of aluminum ash and electrolytic cell overhaul slag. 3. Promote the recycling and utilization of recycled aluminum resources.Improve the aluminum product recycling management system, support the establishment of recycled aluminum recycling bases and industrial clusters, promote standardized recycling and refined sorting of recycled aluminum raw materials, and improve the recycling efficiency of recycled aluminum raw materials. Explore and build a new "Internet + Resource Recycling" model to achieve resource integration and information sharing. (2) Promoting industrial structure adjustment
4. Build alumina projects steadily and prudently.Taking into account regional resource security, industrial foundation, market demand, and environmental capacity, we will strengthen the scientific planning of the layout of alumina and bauxite-based aluminum hydroxide projects, and promote the construction of new projects in a steady and prudent manner. No new alumina production capacity will be added in key areas for air pollution prevention and control. New, modified, and expanded alumina projects must strictly comply with relevant industrial, land, safety, and environmental protection policies. Energy efficiency must meet the advanced values of the mandatory energy consumption limit standards and achieve Class A environmental performance. No new or expanded alumina production lines using diaspore as raw material will be built. 5. Optimize the layout of electrolytic aluminum production capacity.Adhere to the total electrolytic aluminum production capacity constraint and optimize the implementation of the electrolytic aluminum capacity replacement policy. New electrolytic aluminum replacement projects must meet requirements such as an AC power consumption of no more than 13,000 kWh/ton of molten aluminum and Class A environmental performance. Encourage the use of electrolytic cells 500 kA and above, and increase the proportion of clean energy use. No new electrolytic aluminum capacity will be added in key areas for air pollution prevention and control. Encourage the transfer of electrolytic aluminum capacity to regions rich in clean energy and with sufficient environmental and energy capacity, and develop a number of internationally competitive green, low-carbon aluminum products. 6. Promote the concentrated development of the aluminum processing industry.Leverage the market's role, encourage capacity mergers and reorganizations, guide the exit of uncompetitive production capacity, avoid low-quality duplicate construction, and promote the shift of industrial development from scale expansion to quality and efficiency improvement. Support leading enterprises in playing a leading role in the development of industrial clusters, transformation and upgrading, and optimize the industrial ecosystem. Focusing on specialized materials fields such as new energy and electronics, prioritize the cultivation of high-quality enterprises such as specialized "little giants," "single champions," and high-tech enterprises. We will encourage major electrolytic aluminum production regions such as Shandong, Inner Mongolia, and Xinjiang to promote short-process, integrated processes, directly using electrolytic aluminum liquid as raw material to produce and process billets and processed materials, and establish a number of aluminum processing billet supply bases and aluminum processing material production bases. We will support major aluminum processing production regions such as Guangdong, Shandong, and Henan in extending their industrial chains and creating industrial clusters centered on end products. 7. Strengthen the industry’s technological innovation capabilities.Strengthen key technological innovation, focusing on energy conservation and consumption reduction, new aluminum alloy preparation, grade preservation and recycling, and other directions, carry out basic theoretical research, key common and cutting-edge technology research and development, and industrial application, and accelerate the formation of a number of advanced technologies with independent intellectual property rights and core competitiveness. Strengthen the leading role of enterprises in innovation, support leading enterprises in the aluminum industry to build innovation consortia and industrial innovation alliances with scientific research institutes, universities, and key upstream and downstream enterprises, and promote efficient collaboration between industry, academia, research, and application. Optimize the industry's innovation ecosystem, study the establishment of manufacturing innovation centers, enterprise technology centers, key laboratories, etc. in the aluminum field, support the construction of relevant innovation platforms such as production application, testing and evaluation, and pilot production in the aluminum industry, enhance public service capabilities, and promote the rapid transformation of R&D results into real productivity. We will also develop key equipment such as high-precision rolling equipment and control systems to strengthen the effective supply of high-end products. We will support aluminum processing companies in expanding product varieties, improving quality, and creating brands, providing customized, functional, and specialized products and services. Promote energy conservation, pollution reduction and carbon reduction.Strengthen in-depth air pollution control in the aluminum industry, support the use of low-sulfur anode materials, improve the efficiency of electrolytic cell pole replacement, establish a group of benchmark enterprises that achieve Grade A environmental performance, and encourage the relocation of aluminum industry production capacity outward from key air pollution prevention and control areas. Promote the implementation of equipment upgrades and technological upgrades, such as large-scale aluminum electrolytic cells and new stable-flow and heat-insulated aluminum electrolytic cells, strengthen energy optimization and waste heat recovery in aluminum electrolytic cells, and encourage the use of a direct supply of molten aluminum to aluminum processing models. Continue to conduct industrial energy conservation monitoring and standardize corporate energy use. Comprehensively utilize environmental protection, energy conservation, safety, technology, and quality measures to withdraw and dispose of outdated production capacity in accordance with laws and regulations. In principle, no new self-owned coal-fired units will be added, and support will be given to electrolytic aluminum enterprises to implement clean energy substitution for their own coal-fired units. Support enterprises to increase the proportion of clean energy use through green electricity trading, purchasing green electricity certificates, and investing in clean energy power generation projects. 13. Leverage the role of intergovernmental dialogue and exchange mechanisms, fully utilize international innovation resources, encourage foreign high-end processing companies to invest and establish factories in my country, and encourage domestic companies to participate in international scientific and technological cooperation in low-carbon transition, new materials, and other fields. III. Safeguard Measures
16. Strengthen organizational leadership.Relevant departments and units should, in accordance with the tasks identified in this plan, strengthen the coordination and cooperation of fiscal, financial, investment, import and export policies with industrial policies to further unleash the policy effects. Key provinces (autonomous regions) should, based on local realities, incorporate the main goals and key tasks identified in this plan into their relevant industrial plans and lists of major projects, clarify responsible entities and progress requirements, coordinate regional factor guarantees and policy support, implement ledger management, regularly review implementation results, and solidly promote the implementation and effectiveness of various policy measures.(Each department shall be responsible according to its duties)
17. Improve the incentive and constraint mechanism.Coordinate existing funding channels, including major national science and technology projects, to enhance the aluminum industry's ability to tackle key technologies.
