Recently, ten departments, including the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Commerce, the Ministry of Emergency Management, the State-owned Assets Supervision and Administration Commission of the State Council, the General Administration of Customs, the State Administration for Market Regulation, and the State Administration of Work Safety, jointly issued the "Implementation Plan for High-Quality Development of the Aluminum Industry (2025-2027)" (hereinafter referred to as the "Implementation Plan"). Aluminum is a critical basic raw material and a strategic resource crucial to national economy and livelihoods. The aluminum industry is the largest non-ferrous metal industry. In recent years, my country's aluminum industry has developed rapidly, becoming the world's largest producer and consumer of aluminum products. First, the scale of the industry is growing. By 2024, my country's alumina, electrolytic aluminum, aluminum fabrication materials, and recycled aluminum production will maintain their world-leading position, reaching approximately 85 million tons, 44 million tons, 49.5 million tons, and 10.5 million tons, respectively. This will strongly support the development of strategic emerging industries such as aerospace, new energy, and next-generation information technology. Second, technological advancements are underway. China has pioneered alumina production technologies such as the Bayer lime process and the Bayer beneficiation process, built the world's largest single alumina production line, and achieved leading comprehensive utilization of associated resources such as gallium, lithium, and iron. The overall AC power consumption of electrolytic aluminum has decreased by approximately 2% compared to 2020, and electrolytic cells of 500kA and above account for approximately 45% of production capacity. Third, the industrial structure is being optimized. The effective implementation of the electrolytic aluminum capacity replacement policy has accelerated the transfer of production capacity to clean energy-rich regions, increasing the proportion of clean energy used in electrolytic aluminum to 25%. The concentrated development of aluminum processing has intensified, with the emergence of a number of leading enterprises and specialized, innovative "little giants." However, at the same time, issues such as insufficient domestic aluminum resources and increasing pressure to save energy and reduce carbon emissions are becoming increasingly prominent. The Implementation Plan is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implements the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, and implements the deployment of the National Conference on Promoting New Industrialization. There is an urgent need to strengthen resource exploration and development, as well as efficient and high-value utilization, accelerate the development of key projects, stimulate effective investment, and continuously enhance raw material security. The Implementation Plan proposes three measures. First, accelerate the expansion of domestic bauxite reserves and production. Promote a new round of strategic exploration breakthroughs, add a new batch of bauxite resources available for development, and encourage technological research on the development and utilization of low-grade and high-sulfur bauxite. Second, encourage the comprehensive utilization of mineral resources. New, renovated, and expanded alumina projects must meet the energy efficiency standards of the advanced mandatory energy consumption limit and meet Class A environmental performance standards. No new or expanded alumina production lines using diaspore as raw material will be built. In principle, new and expanded alumina projects (including those producing aluminum hydroxide from bauxite) must have equity bauxite production commensurate with production capacity and demonstrate a certain level of comprehensive red mud utilization. Second, optimize the layout of electrolytic aluminum production capacity. New replacement electrolytic aluminum projects must meet requirements such as an AC power consumption of no more than 13,000 kWh/ton of liquid aluminum and Class A environmental performance. Clean energy substitution is promoted in aluminum hydroxide roasting and aluminum anode roasting. Enterprises are supported to increase the proportion of clean energy use through green electricity trading, purchasing green electricity certificates, and investing in clean energy power generation projects. This will promote the clean transportation of bulk goods in the aluminum industry and strengthen emissions control of transport vehicles.

Modeling production process mechanisms in key links of my country's aluminum industry chain is challenging, and the integration and application of technologies like artificial intelligence are insufficient. There is an urgent need to accelerate the application of digital technologies and elevate the industry's digital development. The "Implementation Plan" proposes building a digital transformation scenario map for the aluminum industry chain, promoting the in-depth application of digital technologies across the entire industry chain, including aluminum mining, smelting, and processing. It will also create a number of exemplary scenarios, benchmark factories, and companies for the digital transformation of the aluminum industry chain. It will also accelerate the application of intelligent equipment and systems, such as online monitoring equipment, advanced control systems, and production safety risk monitoring and early warning systems, to enhance safety management and control in the aluminum industry. Artificial intelligence (AI) models will be developed for the aluminum industry to address key equipment fault resolution, production process control, intelligent safety and environmental management, and quality monitoring. Enterprises are encouraged to carry out public welfare activities and support community development in host countries, foster good community relations, and actively fulfill their social responsibilities. Foreign high-end processing enterprises are encouraged to invest and establish plants in my country, and domestic enterprises are encouraged to participate in international scientific and technological cooperation in low-carbon transitions and new materials. Exchanges and cooperation in R&D, standards, and talent training will be strengthened. Second, enhance foreign trade cooperation. Actively address trade frictions and guide high-level exports of high-end aluminum-based new materials and products.
